You can pick up cards that fit into your strategy if a player routinely discards them because it might mean they are not attempting mslots maxelds with those cards. It might be prudent to refrain from discarding the same cards if you observe an opponent selecting particular cards from the discard pile. This will stop them from finishing their melds. It's also equally important to manage your own discards.
